Suspect Arrested, Charged in Three Fatal Shootings in Southwest Houston
Charges have been filed against a suspect arrested in the fatal shooting of three men and the wounding of a fourth man at three separate locations in southwest Houston on Wednesday night (May 6).

The suspect, Joshua Kelsey (w/m, 35), is charged with capital murder in the 351st State District Court and murder in the 178th State District Court.  A booking photo of Kelsey is attached to this news release.

Identities on the three deceased victims are pending verification by the Harris County Institute of Forensic Sciences.

HPD Homicide Division Officers J. Caten, D. Higgs, C. Lamont and L. Lange reported:

From 8:15 p.m. to 9 p.m. on Wednesday, officers were dispatched to 14000 Bridgeport Road, 5200 Kelling Street and 13500 Hooper Road for shooting Incidents.  Homicide investigators were advised one person was deceased at each location.  

It was determined the three scenes were possibly related and involved one suspect.  The suspect was identified as Joshua Kelsey and his information was provided to law enforcement personnel.

Hours later, about 4 a.m. on Thursday (May 7), officers observed a stolen vehicle being driven by Kelsey and a pursuit ensued.  Kelsey ultimately stopped and surrendered.  He was taken into custody and subsequently charged.

Surveillance Video Released in Fatal Shooting at 800 Jefferson Street
Houston police are asking for the the public’s assistance in identifying suspects wanted in the fatal shooting of a man that occurred at 800 Jefferson Street about 11:20 p.m. on Monday (May 4).

The identity of the victim, 21, is pending notification to family members by the Harris County Institute of Forensic Sciences.

HPD Homicide Division Sergeant K. Meek and Detective S. Overstreet reported:

Officers responded to a shooting call at the above address and were advised the victim had been transported to Ben Taub General Hospital where he was pronounced dead.

Investigating officers were able to find surveillance video that detailed the shooting.  The video shows a group of males and females walking down the street and arguing with multiples males who were sitting in a vehicle waiting at the intersection. The males in the vehicle got out and a physical altercation ensued between both groups of people.  After the altercation was over, the males got back in their vehicle and the victim’s group began walking down the sidewalk.  The vehicle then pulled up to the sidewalk and the victim was seen falling to the ground as the vehicle fled the scene.

Mario Barrios Gives Back to his Community Feeds First Responders In Hometown of San Antonio

Last week Premier Boxing Champions’ undefeated WBA Super Lightweight Champion, Mario “El Azteca” Barrios (25-0, 16 KOs), teamed up with Davies Entertainment, to help feed first responders in his hometown of San Antonio, TX, as the COVID-19 pandemic continues on. Policemen, Firemen, Doctors, Nurses, along with other first responders, were fed by the group at five different locations around San Antonio.


Other pro boxers that participated with Barrios in giving back to their community were, James Kirkland (34-2, 30 KOs), Eddie Ortiz (10-0-1, 4 KOs), and Daniel Baiz (13-2-1, 5 KOs), all of whom are promoted by Davies Entertainment, a promotional company founded by Cameron Davies. Mario’s sister, Selina “Aztec Queen” Barrios (6-1, 3 KOs) also joined in. 


“My sister and I wanted to do something nice for all the first responders in San Antonio,” said Barrios, who is at the top of the list of PBC fighters looking to comeback when boxing returns. “I want to give a special thanks to Cameron Davies and all the fighters from Davies Entertainment for their support in making this happen.  It was a great turnout and it was incredible to see the smiles on all the first responders faces.”

HOUSTON OEM ANNOUNCES NEW EMERGENCY MANAGEMENT COORDINATOR
HOUSTON – Nickea Bradley has been appointed as Deputy Director for the City of Houston’s Office of Emergency Management (OEM). In her role as the city’s new Emergency Management Coordinator (EMC), Bradley oversees the emergency management program for the nation’s fourth-largest city, which includes the coordination of disaster mitigation, planning, response, and recovery.

Prior to assuming her current role, Bradley served as the Bureau Chief of Long-Term Risk Reduction and State Hazard Mitigation Officer with the District of Columbia’s Homeland Security and Emergency Management Agency (HSEMA). In this role, she oversaw the preparation of plans, applications, proposals and projects required to:Implement disability integration initiatives with inclusive strategies,Protect critical infrastructure from threats and hazards,Spread emergency preparedness through community outreach,Mitigate to reduce risk to the District,Facilitate public-private partnerships to enhance whole community collaboration, andEnsure the preparation of District government to utilize continuity of operations.“Nickea Bradley’s experience and success working in emergency management at the nation’s capital is the kind of leadership the Office of Emergency Management needs as we quickly approach hurricane season and continue our long-term response to COVID-19,” said George Buenik, Director for the Mayor’s Office of Public Safety and Homeland Security, to whom Bradley will report. “Her contributions to her field have led her to earn individual and team exemplary agency awards from senior leadership, and we’re excited to have her lead OEM as they prepare for and respond to the needs of the whole community.” 

At both HSEMA and the Federal Emergency Management Agency (FEMA), she has served in numerous emergency response roles, including logistics for COVID-19. She has also supported responses for Hurricanes (Joaquin, Jonas and Matthew), Flash Flooding (West Virginia), Avian Flu (Iowa) and major National events such as a Presidential Inauguration, Democratic National Convention, Nuclear Summit, and the 2019 World Series. Additionally, she has presented both domestically and internationally at trainings, workshops and conferences.“I am excited to join the city’s emergency management team and lead the office at this crucial time,” Bradley said. “I am eager to enhance Houston’s emergency capabilities and synergies with local, state and federal partners. I look forward to working with fellow members of the COVID-19 task force along with my staff at OEM as we continue our all-hazards approach to response.”She has an undergraduate degree in Business Administration, a Master’s Degree in Business Administration, and a Masters’ Degree in Emergency and Disaster Management. Additionally, she holds a Lean Six Sigma Green Belt and Grants Management certifications.Bradley replaces Rick Flanagan, who retired at the end of April after 40 years of dedicated service to the city of Houston. Flanagan was previously appointed as Emergency Management Coordinator for the City of Houston in 2014 after serving in the Houston Fire Department for over 34 years, where he retired as Executive Assistant Chief for Support.
