BARC Animal Shelter Joins BISSELL Pet Foundation to Offer Reduced Adoption Fees During Summer Empty The Shelters Event
Houston – BISSELL Pet Foundation, a national nonprofit dedicated to ending pet homelessness, is once again promoting a nationwide call for adoption through its Empty the Shelters event, running July 5-19, 2025. BARC Animal Shelter will participate alongside 300+ shelters across 40 states to help pets find loving homes through reduced adoption fees of $70 or less, generously sponsored by BISSELL Pet Foundation.

BARC Animal Shelter will participate in the Empty the Shelters adoption event from July 5–19 at its adoption center, located at 3300 Carr St. During the event, adoption fees will be reduced to $20 for dogs and puppies, and $10 for cats and kittens, thanks to support from the BISSELL Pet Foundation. “Shelters across the country are once again at a breaking point. They are facing record intakes and limited space. Too often, loving, healthy pets are at risk, but our communities hold the key to their future,” said Cathy Bissell, Founder of BISSELL Pet Foundation. “Our Summer National Empty the Shelters is more than an adoption event—it’s a movement to support local shelters and save lives together. “This event comes at a crucial time for us,” said Jarrad Mears, Director of BARC. “We always see an increase in animal intake during the summer months, and Empty the Shelters gives us a chance to find loving homes for more pets. We hope the community will join us in giving these animals the second chances they deserve.”

To make it easier for the public to adopt, BARC will extend its adoption hours by opening on Mondays, a day the shelter is typically closed, allowing the community to visit seven days a week from 12 p.m. to 5 p.m. during the event. Each adoption includes the pet’s spay/neuter surgery, vaccinations, microchip, and city registration.

To close out the event, BARC will also host a special off-site adoption event at POST Houston (X Atrium) on Friday, July 19, from 11 a.m. to 3 p.m. Visitors can meet adoptable pets in a fun, welcoming space and take home a new family member the same day.

Since its inception in 2016, Empty the Shelters has helped more than 324,000 pets find loving homes and is now the largest funded adoption event in the country. The program partners with more than 815 animal welfare organizations across 49 states and Canada.
