| Charges have been filed against a suspect arrested in the fatal shooting of a man that occurred at 4706 Griggs Road about 3 a.m. on August 18, 2024.
The suspect, Howard Kelly, 20, is charged with murder in the 183rd Criminal District Court. Booking photos of Kelly, who is in custody in the Tensas Parish Detention Center in Louisiana, are attached to this news release.
The victim is identified as Christopher Cobb, 35.
HPD Homicide Division Detective G. Rangel reported:
HPD patrol officers responded to a shooting call at the above address and learned a man had been shot multiple times by an unknown suspect(s). The suspect(s) then stole a gray 2019 Hyundai Sonata sedan the victim was driving. Houston Fire Department paramedics responded to the scene and transported the victim, later identified as Mr. Cobb, to Ben Taub General Hospital in critical condition. Doctors pronounced him deceased on September 3.
Further investigation developed Howard Kelly as a suspect in this case. On March 18, 2025, Kelly was taken into custody in Louisiana on an unrelated charge. On January 26, 2026 he was charged with murder and is currently awaiting extradition to Harris County.
